1920, Herne Bay, a few Ex-Servicemen under the

direction of Dr.R.C.T.Evans, with distressed thoughts

of their comrades in  mind decided to form a Local

Welfare Committee.They took advice from the United Services Fund who dealt with the welfare of Ex-Service Personnel, The funds for this were raised from the

Forces Canteen Profits.

Much thought also went into forming a club where

Ex-Servicemen could meet, it was then that the Chairman of the local town council was called upon to hold a mass meeting of Herne bay's Ex-servicemen.

The meeting was held on Sunday, 20th June,1920 at the

then Pier Theatre. Dr R.C.T.Evans acted as chairman for the meeting and a Committee were elected to pursue their ideals of a club and the relief of Ex-Service Distress.

Under the keen and able leadership of Dr Evans, the committee met at least weekly at the chairman's house.

A compilation of Ex-Servicemen was undertaken, with full particulars, and fullest information of the FALLEN was obtained and was put to great use for the Monument in the Memorial Park. On August 22nd, 1920 a second General meeting was held, again at the Pier Theatre.

 Schemes for a club house and for emergency distress funds were approved. It was decided to arrange a series of five concerts by London Artistes for obtaining funds, and to hold a flag day for the emergency distress fund. The first concert yielded a profit of about £30 and a flag day returned £47.

For the club house a request for a plot of land in the Memorial park, and Building was considered, as were also premises such as the Drill Hall, Eastwell House

(now Constitutional Club), Tower Cafe, Oddfellows Hall, Mitchell's (High Street) and others were proved to be unsuitable or too expensive.

With the object of raising money in mind, Colonel Sexton suggested a Loan Stock Plan which was later adopted.

Model rules were drawn up and a subscription of 6d, a month was fixed for Association Membership and the United Services Fund allotted nearly £200, this was earmarked for buying furniture for a future Club House.

In 1921, representation was obtained on the the War Memorial Committee and on August 11th 1921, the Herne Bay Ex-Servicemens Club and Institute Ltd, was registered. (no.8999 R.Kent) but still called itself the Herne Bay and District Ex-Service Association.
